PCC Board Adopts `98-99 Fiscal Year Budget

The Portland Community College Board of Directors at its meeting on June 18 formally adopted the college’s general fund budget of $94,700,641 for the 1998-99 operating year. Board adoption follows the May 21 approval of the proposed budget by the Multnomah County Tax Commission.
PCC President Dan Moriarty noted that the 1998-99 budget will continue with last year’s focus of offering more classes and improving classroom environments for a growing student population. Some additions to that strategy include:
—Funding for 11 part-time faculty positions is enhanced and converted to full-time faculty positions. Two additional full-time faculty positions are also being added.
—An addition of $105,000 for staff has been added to the Distance Learning program, a computer-aided Internet and modem learning program for students off-campus.
—A $400,000, one-time, addition to fund instructional equipment.
—A $2 million, one-time, allocation to facilities maintenance.
"It is critical that we continue to focus resources and energies toward enhancing and expanding the instructional mission of PCC," said Moriarty.
The fiscal year 1999 budget is an increase of $120,000 over the FY 1998 budget of $94,582,457, a .1 percent increase.
According to Moriarty, the FY 1999 budget includes the second phase of budget reductions adopted by PCC more than a year ago. Those reductions totaled $2.1 million in 1997-98 and an additional $606,000 in 1998-99. The cuts required deleting facultypositions in programs with low enrollment and the reassignment or cutting of administrative positions in programs that were phased out.
"Many difficult decisions had to be made for the betterment of Portland Community College and the continued evolution of a top-notch curriculum for our students," Moriarty added. "I feel that through the exhaustive efforts of our administrative and financial services staffs we have compiled a prudent, yet growth-oriented budget for 1998-99."
PCC serves approximately 82,000 district residents each year at several locations throughout its 1,500-square-mile service district. The college has three main campuses (Cascade Campus at 705 N. Killingsworth in Portland; Rock Creek Campus at 17705 N.W. Springville Road in Beaverton/Aloha and Sylvania Campus at 12000 S.W. 49th St. in Portland) and work force training centers in Central and Southeast Portland, Beaverton and Northeast Portland.
